President-elect Donald J. Trump is expected to hold his second news conference since winning the election in November on Tuesday morning at his Florida residence and club, Mar-a-Lago.

The ostensible topic is expected to relate to an economic development announcement. But Mr. Trump is likely to take questions, and if history is a guide, he will do so on a range of issues.

Mr. Trump has laid out an ambitious agenda for his first few months, attempting sweeping legislation that would encompass border security and an extension of the tax cuts he signed into law in his first term. But he is facing a Congress in which Republicans have the narrowest of majorities and little room for error.

Mr. Trump is also scheduled to be sentenced for his felony conviction in New York on Friday. If a court does not postpone it, he will have to appear either in person or virtually. The judge in the case has signaled that he will spare Mr. Trump any punishment.

The news conference will be one of only a handful of public appearances that the president-elect has made in recent weeks.
